Seminar on the Expansion Scope of the Sales and Service Tax (SST): Insight, Compliance & Dialogue



The Malaysian International Chamber of Commerce and Industry (MICCI) successfully hosted its 𝗦𝗲𝗺𝗶𝗻𝗮𝗿 𝗼𝗻 𝘁𝗵𝗲 𝗘𝘅𝗽𝗮𝗻𝘀𝗶𝗼𝗻 𝗦𝗰𝗼𝗽𝗲 𝗼𝗳 𝘁𝗵𝗲 𝗦𝗮𝗹𝗲𝘀 𝗮𝗻𝗱 𝗦𝗲𝗿𝘃𝗶𝗰𝗲 𝗧𝗮𝘅 (𝗦𝗦𝗧): 𝗜𝗻𝘀𝗶𝗴𝗵𝘁, 𝗖𝗼𝗺𝗽𝗹𝗶𝗮𝗻𝗰𝗲 & 𝗗𝗶𝗮𝗹𝗼𝗴𝘂𝗲, in collaboration with the Ministry of Finance (MOF). This seminar was held as a direct follow-up to MICCI’s recent engagement and consultation with MOF. It aimed to provide businesses with a deeper understanding of the SST expansion, its implications, and professional guidance to support compliance readiness.
The session began with an 𝗢𝗽𝗲𝗻𝗶𝗻𝗴 𝗥𝗲𝗺𝗮𝗿𝗸 𝗯𝘆 𝗠𝗿. 𝗟𝗲𝗲 𝗛𝗮𝗻 𝗟𝗶𝗻𝗴, Executive Director of MICCI, followed by a 𝗸𝗲𝘆𝗻𝗼𝘁𝗲 𝗮𝗱𝗱𝗿𝗲𝘀𝘀 𝗯𝘆 𝗧𝘂𝗮𝗻 𝗭𝘂𝗹𝗸𝗶𝗳𝗹𝗶 𝗯𝗶𝗻 𝗔𝗯𝗱𝘂𝗹 𝗞𝗮𝗿𝗶𝗺, Deputy Director of the Technical Management Unit, Royal Malaysian Customs Department (RMCD). He delivered the first segment of the seminar, offering a comprehensive overview of the SST expansion and key updates relevant to industry stakeholders.
The second session was led by 𝗠𝘀. 𝗔𝗻𝗻𝗶𝗲 𝗧𝗵𝗼𝗺𝗮𝘀 𝗳𝗿𝗼𝗺 𝗣𝘄𝗖 𝗠𝗮𝗹𝗮𝘆𝘀𝗶𝗮, who presented on the 𝗰𝗼𝗺𝗽𝗹𝗶𝗮𝗻𝗰𝗲 𝗮𝘀𝗽𝗲𝗰𝘁𝘀 𝗮𝗻𝗱 𝗶𝗺𝗽𝗹𝗶𝗰𝗮𝘁𝗶𝗼𝗻𝘀 of the expanded SST scope. She provided participants with practical insights on aligning their internal processes with the new regulatory requirements.
A major highlight of the event was the 𝗣𝗮𝗻𝗲𝗹 𝗦𝗲𝘀𝘀𝗶𝗼𝗻 titled “𝗣𝗼𝗹𝗶𝗰𝘆, 𝗜𝗻𝗱𝘂𝘀𝘁𝗿𝘆 & 𝗖𝗼𝗺𝗽𝗹𝗶𝗮𝗻𝗰𝗲 𝗗𝗶𝗮𝗹𝗼𝗴𝘂𝗲”, which was 𝗺𝗼𝗱𝗲𝗿𝗮𝘁𝗲𝗱 𝗮𝗻𝗱 𝗼𝗿𝗴𝗮𝗻𝗶𝘀𝗲𝗱 𝗯𝘆 𝗠𝗿. SHU GUO QUI, Advocacy Manager of MICCI. This insightful discussion featured an esteemed lineup of panelists:

✔️ 𝗠𝘀. 𝗞𝗮𝗹𝘀𝘂𝗺𝗮𝘄𝗮𝘁𝗶, Country Tax Manager at Shell Malaysia; and
✔️ 𝗘𝗻𝗰𝗶𝗸 𝗠𝗱. 𝗧𝗮𝘂𝗳𝗶𝗾 𝗯𝗶𝗻 𝗠𝗱. 𝗥𝗮𝗹𝗶, Head of the MyCT Unit, Tax Division, Ministry of Finance.
The panel delved into three core areas:
1. Industry reflections on implementation readiness and operational challenges;
2. Advisory and regulatory perspectives on compliance expectations and transitional strategies;
3. The policy rationale and direction behind the SST expansion.
The event was graciously emceed by Mr. Faris Jalaini from the MICCI Secretariat, ensuring a smooth flow and engaging experience throughout the programme.
