CERTIFICATE OF ORIGIN
The Malaysian International Chamber of Commerce and Industry (MICCI) is authorized by the Ministry of Investment, Trade and Industry (MITI) to issue Non-Preferential Certificates of Origin (NPCO), verifying that goods exported from Malaysia meet the origin criteria for international trade.
The Certificate of Origin (CO) is a document to certify the place of growth, production or manufacture of goods. It may be required when exporting to specific countries, when requested by the consignee for customs clearance, or when it’s stipulated in a letter of credit.
The CO identifies goods and contains a certification by a government authority, or other empowered body, that the goods in question originate from a specific country. Certificates of Origin can be broadly classified into types, namely Preferential Certificates of Origin and Non-Preferential Certificates of Origin.
The issuance and acceptance of Certificates of Origin is governed by the International Convention on the Simplification and Harmonisation of Customs Procedures.
Certificates of Origin issued by the Malaysian International Chamber of Commerce and Industry (MICCI) are referred to as Non-Preferential Certificate of Origin (NPCO).
MICCI is authorised by the Ministry of Investment, Trade & Industry (MITI) to issue NPCOs for goods exported to any country in the world. They can be applied for at our main office or at any of MICCI regional offices in Malaysia.
Exporters, either Manufacturers or Traders, who wish to apply for a Certificate of Origin must register as a CO Customer with MICCI prior to applying for CO Endorsement.
Registration is open to both MICCI Members and Non-Members.
Please note the criteria used in determining the origin of goods for NPCO as outlined below:
- Manufacturers or traders registered with Suruhanjaya Syarikat Malaysia (Companies Commission of Malaysia)
- *Product which meets rules of origin:
- Manufactured in Malaysia and use 100% local materials; OR
- Manufactured in Malaysia through a transformation process which alters the tariff code classification at six (6) digit level; OR
- Manufactured in Malaysia and contains at least 25% local materials
*Exporters are required to submit Cost Analysis and required supporting documents for the products

STEP 2 – SUBMISSION OF NPCO FOR ENDORSEMENT
Once registration is approved, exporters may submit the required documents for NPCO endorsement
- Original CO Form (2 copies, completed, signed, stamped)
- Commercial Invoice (signed & stamped)
- Packing List (signed & stamped)
- Customs export declaration (Borang K2)
- Bill of Lading / Airway Bill
- Any other documents that MICCI may deem necessary
- Checklist 1B
IMPORTANT NOTES:
- MICCI will retain one copy of original CO and the above listed supporting documents. Please ensure a clear copy is prepared for MICCI retainment during submission
- MICCI will only accept applications for endorsement of NPCO for shipments within a month after the date of export. Applications for endorsement of NPCO before the date of export will not be entertained except for air shipments
B2B NPCO certifies non-originating goods that are in transit / transhipped in Malaysia before being re-exported to the next importing country.
In short, the certificate will bear the origin status of the first exporting country.
Issuance of B2B NPCO is subject to adherence to the MITI prescribed guideline

- MICCI takes minimum 3 working days to review and endorse each B2B NPCO application, subject to complete documents submitted
- MICCI will only accept applications for endorsement of NPCO for shipments within a month after the date of export.
